San Diego CWS Retaliates Against a Mother After Speaking Out
This was supposed to be a six-hour unsupervised birthday visit. A celebration. A joyful moment for a two-year-old child with her loving mother, grandfather, and advocate. It had been hard-won. It came after months of compliance, therapy, parenting classes, healing. It came after the mother and grandfather — who is RFA-approved — finally spoke out publicly at the San Diego Board of Supervisors on June 24, 2025, exposing the misconduct of social worker David Miller.
And what did CWS do in response?
They launched a witch hunt.
Instead of a peaceful day at SeaWorld, the visit was stripped down to a three-hour, fully supervised visit at a mall — with no legitimate explanation. Just days earlier, the family had received confirmation of the six-hour visit. Suddenly, false allegations appeared out of thin air, conveniently timed right after David Miller was removed from the case following public exposure.
As if the coerced child statement weren’t enough, this same retaliation campaign included grotesque allegations of sexual and psychological abuse against the mother — allegations that were terrifying, traumatizing, and completely unfounded. After an investigation, the case was formally closed as “unsubstantiated” and “unfounded” on July 2, 2025. But that hasn’t stopped CWS. Instead of respecting the findings, they’ve ignored them — still cherry-picking falsehoods to push a WIC §388 petition, punishing a mother who’s done nothing but comply, heal, and love her children.
Now, San Diego CWS is filing a WIC §388 motion to move the mother back to supervised visits and terminate reunification altogether.
Although David Miller didn’t personally interrogate my three-year-old granddaughter, the timing and tactics suggest his fingerprints were all over it. He was still on the case when the coercion began, and given his long pattern of retaliation, it’s hard to believe this happened without his knowledge — or blessing. This was just one more chilling move in a campaign of psychological warfare before he was finally removed.
Miller’s Illegal Interrogation of a Toddler
He crossed the line. What David Miller did wasn’t just unethical — it was criminal in spirit. While he may not have directly interrogated the three-year-old, the coercion happened under his reign of retaliation. The timing, the agenda, and the psychological pressure all point back to the hostile environment he cultivated. Manipulating a defenseless toddler to advance a courtroom agenda is psychological child abuse — and David Miller helped set that abuse in motion. No excuse. No justification. Only a predator builds the conditions for that kind of trauma.
This is a fantasy — a narrative built on misinformation, set in motion during a period of escalating retaliation by a social worker who was later removed from the case. There were no police present. No forensic psychologist. No parental notification. It happened behind closed doors, without safeguards — and that secrecy is now being weaponized to destroy a family.
The Truth:
No Contact Was Ever Violated
The father was not at the birthday visit. The visit was supervised, in public, with an advocate and social worker present the entire time. The mother has never violated orders and has done everything the court demanded of her — and more. Yet this manipulated toddler quote — prompted by a man known for retaliation and deceit — is now the centerpiece of a court filing to erase her rights.
It’s not just wrong.
It’s criminal.
A Pattern of Abuse and Obsession
What’s worse is Miller’s own disturbing behavior. In past reports, he brags about how often he sees the child, how she shows him toys at the caregiver’s house — while the actual family is limited to scraps of visitation. He personally placed her in a respite home, after which she developed a UTI, perineal rash and signs of trauma. This man does not protect children — he controls them.
Now he’s trying to erase the family completely.
This Must Be Stopped.
This is what retaliation looks like.
They removed David Miller, but he’s still pulling the strings. And his replacement, Nicole Montzingo, his supervisor is doubling down — continuing the retaliation, pushing false narratives, and trying to silence whistleblowers.
This family has done everything right. They have followed every order, shown love, proven safety, and earned unsupervised visits. But CWS doesn’t care. Because they were publicly exposed, they are now trying to punish everyone — the mother, the grandfather, even the children.
We Will Not Be Silent
We are fighting back. We are documenting every move. We are speaking to advocates, attorneys, journalists, other victims and more. And we are telling the truth.
These children are not safe in the hands of these corrupt officials. They are not better off with strangers. And they were never abused or neglected. These children were stolen. And now, their faces — and their story — are being burned into the public consciousness.
They are not invisible. They are not forgotten. And they will not be given up without a fight.
