The Caregiver at the Center
Norma Olivares – A non-relative who positioned herself as caregiver to seize the children. Accused of adoption fraud, fabricating abuse allegations, alienating the children, and conspiring to traffic them abroad. Though she once resisted placing the children in PCC, her role has been central to keeping them from their family.
Ronald Rivas Silverio – Norma’s partner and active co-conspirator, enabling her actions despite no biological connection to the children.
Social Workers Driving the Conspiracy
David Miller – A psychopath who weaponized his position to retaliate, fabricate reports, and back Norma’s placement. Stamped the same falsehood — “the children are happy with Norma” — into records for over a year, despite video evidence of screaming children begging to go home. Known for psychological terrorism, retaliation over free speech, and continuing to file reports even after being removed.
Ashlee Purnell – Known as a “baby hunter.” Pursued the mother across state lines, threatened her with U.S. Marshals over a dropped misdemeanor, and jailed her — forcing her to miss her baby’s first birthday. Filed false reports supporting Norma and Miller.
Nicole Montzingo (Supervisor) – Directed retaliation after Miller was exposed, isolated the mother, and oversaw sexual abuse cover-ups. Smuggled the children out a hospital back door during a police investigation into a child’s disclosure: “GG takes her to the dark room.”
Annel Navarro – Coerced a three-year-old into false statements, weaponizing a toddler’s words to sabotage reunification.
Crystal Felusme – Authored false reports against both the mother and grandfather.
Kat – Inserted false reports into the record while threatening contempt charges if the lies were revealed.
Chantal Hill – One of the original social workers who physically removed the children in June 2024, starting the separation.
County Counsel & Guardian ad Litem
Jesica Nicole Fellman (County Counsel) – Weaponized her office to retaliate against the family. Advocated for forced injections of children against parental wishes, treating them as lab experiments.
Nicole McConn (GAL Supervisor) – Abused her authority by obtaining a restraining order not only against the grandfather but also his own grandchildren — unprecedented and unjustifiable.
Lisa Haight (Guardian ad Litem) – Spent a year targeting relatives with character assassination instead of protecting the children.
Judges Who Enabled the Abuse
Judge Alexander Calero – Ejected objections, silenced relatives, allowed perjury and case-fixing, and greenlit retaliation. His courtroom became the stage for silencing truth and protecting traffickers.
Judge Gary M. Bubis – Signed the original unwarranted detention order that triggered the unlawful custody.
Judge Michael Pulos – Approved international travel orders that sent the children to the Dominican Republic based on false claims by CWS that the mother had given permission. In reality, no such consent was ever provided.
Other CWS Actors
Melissa Sanchez – Involved in obstructing reunification and falsifying documentation.
Gizel Aquino – Complicit in producing and supporting false reports that harmed the family.
Monica Montgomery Steppe (San Diego County Board of Supervisors, District 4) – Despite repeated pleas from families and advocates, Montgomery Steppe has taken no meaningful action. When confronted about child welfare abuses, she offered only empty cautions, telling advocates to “be careful,” even as she ignored warnings that children were being stolen and families
Mariah Jameson – Front-facing worker who twice gave false hope of help before echoing the same line: “listen to the agency.”
