This is what San Diego calls “help.” Families locked in surveillance rooms. Toddlers stripped of freedom. An 88-year-old great-grandmother treated like she’s on trial. An RFA-approved grandfather cut off from his granddaughters. Kimberly Giardina oversees it. Alfredo Guardado signs off on it. Monica Montgomery Steppe looks the other way. And Mariah Jameson told Evelyn directly: “Just listen to the agency. Do what they tell you.”
But this isn’t listening. It’s surrender. It’s submission to perjury, retaliation, and crimes against humanity — and this is exactly what happens when a family dares to speak out at the Board of Supervisors. San Diego’s leaders are complicit, and the record will follow them.
What San Diego officials have done goes far past perjury, retaliation, and falsified reports. This is the deliberate degradation of human dignity. A great-grandmother with dementia forced into cold surveillance rooms. Toddlers stripped of normalcy, wondering why they can’t ride in their wagon to the park anymore. A mother punished for asking for help. A grandfather stripped of visits despite being RFA-approved.
This isn’t oversight — it’s humiliation as policy. It’s the systematic breaking of a family across three generations. And it will follow everyone who signed those reports and enforced those orders, because these violations aren’t just legal — they’re human rights crimes.
