For years, families and advocates have raised alarms about troubling patterns within San Diego County’s Child Welfare Services (CWS). From ignored abuse reports to questionable removals and opaque decision-making, the system meant to protect children is facing growing scrutiny. At the center of these concerns is Alfredo Guardado, Director, Child and Family Well-being at County of San Diego whose role has drawn attention from critics who say he has repeatedly turned a blind eye to misconduct and systemic failures.
I spoke out at the San Diego Board of Supervisors meeting—not as a politician or activist, but as a grandfather who watch his grandchildren suffer at the hands of a broken system. I called out the corruption and negligence within San Diego Child Welfare Services. I named what I’ve seen: social workers and guardian ad litems ignoring abuse, covering for each other, and failing the children they’re supposed to protect.
This post is not an accusation — it is an examination. Through documented complaints, testimonies, and public records, we’ll explore the troubling questions that demand answers. Who is being held accountable? And how can a system built to protect children be so vulnerable to failure?
After I spoke, Alfredo Guardado, the Director of Child and Family Well-Being, came and spoke to me. For a moment, I thought something might change. That maybe someone had finally heard me.
But instead, things got worse.
My grandchildren are still being abused. The youngest is in the hospital right now—on oxygen, with IVs a catheter. That child is fighting for her life while the people in charge look away.
And now, in direct retaliation for my peaceful protests and this blog, David Miller and others have stopped my visits with my own granddaughters.
Out of retaliation due to my First Amendment the agency took away the only comfort my grandchildren had—our time together. No explanation. No justification. Just silence and cruelty.
This is what happens when you tell the truth in San Diego County: they punish you. They isolate your family. They weaponize access to your own grandchildren.
But I will not be silenced.
I will keep protesting. I will keep writing. I will keep fighting. Because no one—no child, no grandparent—should be punished for demanding justice.
If you think this can’t happen to you, think again. The system isn’t just broken. It’s retaliatory.
And I’m not going away.

I urge you—look at the picture of my youngest granddaughter. She is in your care. She is lying in a hospital bed, attached to oxygen, IVs, and tubes. This is what your decisions have led to.
This was a child thriving in our home, full of life and love. Now, she’s suffering—and we are kept at a distance while you call it protection. What protection strips a child from her family and leaves her in this condition?
Alfredo Guardado, I am asking you not just as a grandfather, but as a human being: Look at that picture and ask yourself if this is justice. Ask yourself if this is safety. Ask yourself if this is what CWS was created to do? Investigate!
