An investigation into San Diego’s dependency system has uncovered a disturbing pattern tied directly to Child Welfare Services supervisor Nicole Montzingo. 

Court records, sworn affidavits, and eyewitness accounts show a trail of retaliation, false reporting, and systematic attempts to sever children from their blood relatives. Multiple sources confirm that families who speak out — even publicly at the Board of Supervisors — are punished with fabricated allegations, surveillance, and inhumane treatment.

Montzingo’s name appears again and again on documents riddled with perjury, contradictions, and character assassinations. Reports once praising a mother as exceptional suddenly flip to claim she “doesn’t communicate” with her children — despite recordings and videos proving the opposite. This is not oversight. It is retaliation, and it violates both state law and international human rights standards.

She may believe she is watching families closely. The reality is different: civil rights attorneys, investigative journalists, and human rights organizations are watching her. And the evidence is building into a paper trail that cannot be erased. 

What emerges is not the portrait of a protector, but of an official complicit in perjury, case-fixing, and the deliberate infliction of trauma on toddlers and their extended family. History will not view these actions as mistakes — but as crimes.

Investigative eyes have already compared Montzingo’s reports with what really happened. The contradictions are undeniable — and the receipts exist. What she put in writing does not match the truth. That’s not oversight. That’s perjury, and it places her squarely in the hot seat she created for herself.

What happens in closed-door hearings can be spun, but when names, faces, and trauma echo across cities, states, and even countries — that’s no longer a case file. That’s evidence in the public record.

UPDATE: NICOLE MONTZINGO-AVILA. February 10, 2026 is being documented as a breaking point for credibility in this case. On the witness stand, Nicole Montzingo answered “yes” when asked—directly and plainly—whether the paternal grandfather was a danger to his own grandchildren. The family and multiple observers describe that statement as a deliberate lie, delivered in a courtroom environment they characterize as hostile and stacked against them. They point to Montzingo’s own prior written records and tone elsewhere in the file as inconsistent with that sweeping accusation, arguing that the “danger” label was deployed on the stand as a litigation weapon rather than a fact-based conclusion. The collective is preserving this moment as a centerpiece example of how officials appear to speak one way in documentation and another way under oath—confident they will face no accountability inside a dependency courtroom, but anticipating that the record will not hold up once subjected to federal review.

Updated – September 2025: My two granddaughters remain hostage in San Diego County’s system. Instead of reunification, Child Welfare Services and the Guardian ad Litem’s office retaliated by placing restraining orders on me — their RFA-approved paternal grandfather, an elder, caregiver, conservator and trustee. This is not child protection. It is punishment for speaking out and exposing abuse, false reporting, and violations of human dignity.

Our family has been terrorized by San Diego Child Welfare Services—our children stolen, our dignity violated, and we are pleading for urgent civil-rights intervention before more lives are destroyed.
