The Conspiracy Against Our Family: How San Diego CWS, Their Agents, and a False Caregiver Colluded to destroy Reunification, Retaliate Against Free Speech, and Torture Our Babies—
This is no longer about wrongful removal. This is about a coordinated, cold-blooded conspiracy involving San Diego County Child Welfare Services (CWS), a corrupt court system, and a false caregiver — all working together to retaliate against a family who dared to speak the truth, and to destroy any chance of reunification in the process.
We spoke out. On June 24, 2025, the mother of these children, Evelyn Lopez, and I — their RFA-approved paternal grandfather — testified before the San Diego County Board of Supervisors, exposing social worker David Miller for psychological abuse, coercion, and outright abuse of power.
He wasn’t supporting Evelyn. He was manipulating her behind closed doors, pressuring her to cut off her entire family, to move out of her stable home, to isolate herself completely — or lose her daughters forever. And she had done everything right. She had completed her full service plan.
Within 24 hours of our testimony, David Miller was removed from the case.
But the system doesn’t forgive whistleblowers — it punishes them.—
🔥 Then came the retaliation.
Just days later, we were hit with a wave of fabricated allegations:
Sexual abuse
Psychological abuse
A completely false claim that one of the girls had been in her father’s car (which never happened)
The truth? The children never saw their father. There was no contact. The family would never have allowed it. These lies were meant to punish us for speaking out. The allegations were dropped on July 2, 2025, but CWS kept using them anyway — blocking unsupervised visits, derailing reunification, and launching a campaign of vengeance.
They are now pursuing a WIC § 388 petition based on these same discredited claims — and they’re taking the record this Tuesday.—
🏥 Then we discovered the cover-up.
We uncovered over 500 pages of medical records that had been deliberately concealed from the family. These weren’t minor notes — they documented:
Undiagnosed breathing issues in the youngest child, possibly asthma
Unreported hospitalizations
Repeated signs of psychological trauma and distress while in CWS custody
CWS knew these children were suffering in their system — and they buried the truth to protect themselves.—
🚨 And now it’s getting darker.
Just last week, during a second round of respite care, both girls — including the younger one, for the first time — complained about pain while urinating (“peeing down there”). They were taken to the hospital.
There, the situation escalated into a police investigation and forensic examination. And during that process, one of the girls made a chilling disclosure:> “GG takes me into the dark room.
”The child was referring to someone she calls “GG.”
We still don’t know the full meaning, but the implication is horrifying. The investigation is ongoing — but CWS remains silent. No safety measures. No protections. No accountability. Nothing.—
🎭 The Players in the Conspiracy
This isn’t a mistake. It’s a network — a coordinated chain of individuals working to destroy a mother’s bond with her daughters and punish anyone who challenges the system.
David Miller – the predator who interrogated a three-year-old and twisted her words to push false evidence
Nicole Montzingo – who carried out the retaliation and continued suppressing the truth
(GAL) – the court puppet who buried facts and fought against family placement out of personal spite
Norma Olivares – the false caregiver who fabricated reports, weaponized abuse allegations, and is trying to steal these children as her own
They didn’t just target Evelyn. They attacked the entire support system:
Me — the grandfather, fully approved, completely ignored
Our advocate — banned from visitations
The father — who’s filed over 40 legal motions, affidavits, writs, and judicial complaints, all stonewalled
The children’s 87-year-old great-grandmother — who suffers from dementia and cries every day for the babies who brought her joy—
⚖️ This isn’t case management — this is criminal.
What we’re living through is a full-blown civil rights conspiracy. The Constitution does not allow this. But San Diego County is acting like it doesn’t apply.
First Amendment – Retaliation for public testimony, blog posts, peaceful protest, and protected court filings
Fourth Amendment – Invasion of family integrity and association without probable cause
Eighth Amendment – Cruel and unusual punishment inflicted on children, parents, grandparents, and advocates alike
Fourteenth Amendment – Denial of due process and equal protection under the law — especially after full compliance with all reunification services—
📣 We will not be silenced.
We have the timeline. We have the documentation. We have audio, medical records, legal filings, and witnesses.
This is the case San Diego wants buried — and it’s the one we’re bringing into the light.
The conspiracy is real.
The evidence is mounting.
And the world is about to see it.
