Weaponizing Her Position 

Instead of serving children, Nicole McConn has weaponized her office. As supervisor over Lisa Haight, she uses authority to intimidate, silence, and destroy family bonds. Rather than protecting vulnerable minors, she protects a corrupted system—using state resources to punish whistle-blowers and relatives who speak out. 

Harassment and Elder Abuse 

Her conduct has escalated beyond paperwork. She has harassed a senior citizen, an RFA-approved grandfather caring for his 88-year-old mother with dementia. Threats, surveillance, and restraining-order tactics have been used to frighten and exhaust an elder who has committed no crime except demanding accountability. Such abuse of a vulnerable adult is unconscionable.

Inflicting Child Trauma 

McConn’s actions have caused severe trauma to the grandchildren she is sworn to protect. By supporting the continued separation from family, endorsing lies, and backing retaliatory restrictions, she contributes directly to the children’s psychological harm—nightmares, anxiety, and despair. This is not guardianship; this is cruelty. 

Supporting Child Theft 

She has aligned herself with Norma Olivares, the non-relative caregiver accused of fabricating allegations to keep the children. McConn’s office has shielded Olivares, allowing a stranger to replace blood family while silencing those exposing the truth. Her support of this conduct amounts to complicity in child theft under color of law. 

Restraining-Order Retaliation 

Rather than correcting injustice, McConn retaliates by filing or endorsing restraining orders against the children’s own family—orders that bar a grandfather from his grandchildren. These actions are purely punitive, designed to suppress free speech and isolate the children from love and safety. 

Home Invasion and Intimidation

One of the most disturbing events occurred when a process server entered deep into the grandfather and great-grandmother’s garage without consent while the grandfather was seated in his vehicle. The individual startled him, placed legal papers on the vehicle’s side-view mirror, and immediately fled the property. This unauthorized intrusion, carried out under McConn’s supervision, violated the family’s privacy, personal security, and sense of safety inside their own home.

Violation of Human Dignity 

Every act—harassment, coercion, invasion, retaliation—collectively represents a violation of human dignity. The Constitution’s Eighth and Fourteenth Amendments forbid such cruel, degrading treatment. No supervisor entrusted with children’s welfare should be allowed to terrorize families and elders in this manner.
