Earlier this year, my two granddaughters were removed from our family by San Diego Child Welfare Services, following actions led by social worker Ashlee Purnell. Their nursing mother was arrested and separated from her children. These events have caused severe, ongoing trauma to the children and our entire family.
Since that time, our family has been targeted by multiple CWS officials, including David Miller, Ashlee Purnell, Nicole Montzingo, Crystal Felusme, Child & Family Well-Being Director Alfredo Guardado, and Guardian ad Litem Lisa Haight.
I allege and can testify under oath that these individuals have engaged in or contributed to:
Making false and misleading statements in official reports
Withholding or distorting evidence relevant to the safety and reunification of the children
Coercive and intimidating tactics against family members
Retaliatory actions following protected speech
Unnecessary isolation of the children from safe, loving relatives
Psychological and emotional harm to the children through prolonged separation
Pattern of Retaliation
After our family engaged in lawful advocacy and public testimony regarding CWS conduct, visitation arrangements were changed without valid cause, and new accusations were introduced which we believe to be fabricated. These changes were implemented by social workers David Miller and Nicole Montzingo, with involvement from Kyle Lavin.
During one incident, a family member was taken into a room alone and questioned in a manner that caused extreme emotional distress and a dangerous spike in blood pressure, risking another stroke. These actions, in my view, were designed to intimidate rather than protect children.
Impact on the Children
The children remain in CWS custody, deprived of normal contact with their extended family, including myself — an RFA-approved grandfather with no allegations of abuse or neglect. This prolonged separation is inflicting measurable harm on their emotional and psychological well-being.
Public Accountability
I will testify under oath to all facts stated herein and provide supporting documentation, recordings, and witness accounts. The individuals named above are public officials or court-appointed representatives whose actions, in my view, constitute misconduct, abuse of authority, and violations of civil rights.
This is not child protection. This is government-enabled family destruction.
