You send me a cheerful invitation to your “Resource Family Picnic,” yet in my 67 years of life I have never been treated worse than by this organization. You talk about games, food, and Kona Ice while you traumatize children, kidnap them from blood family, and retaliate against anyone who speaks the truth.

Norma Olivares, a non-blood caregiver, shielded by this agency? She is allowed to fabricate outrageous claims—accusing an RFA-approved grandfather of raping the mother, molesting his own granddaughter, and even alleging that he and the mother “partnered” together to stalk her. Lies stacked on lies.
What’s worse is that social workers, Ashlee Purnell, David Miller, Nicole Montzingo and many more don’t just ignore the absurdity—they copy these fabrications into official records as if they were fact, without investigation, verification, or the most basic vetting. That isn’t “casework”—it’s libel on government letterhead. And libel has consequences. Every false statement is not only a betrayal of professional duty but a legal liability.
And let’s not forget: under California’s Resource Family Approval (RFA) system, a caregiver is supposed to work with the children’s blood relatives, honor biological family bonds, and support reunification. Norma Olivares has done the exact opposite. She has filed one false report after another against the entire paternal family, smeared the mother, and actively alienated the children from their own bloodline. Instead of nurturing, she drops them in daycare for 12 hours a day while cutting them off from their mother’s love. That isn’t caregiving—it’s sabotage.
This is not only unethical—it is criminal. Norma Olivares is not facilitating care; she is attempting to steal these children with the full knowledge and protection of agency leadership. By propping her up, Kimberly Giardina and Alfredo Guardado are endorsing lies, weaponizing paperwork, and sanctioning the destruction of family ties.
Instead of protecting children, they weaponize paper, rubber-stamp bogus restraining orders, and punish a biological family fighting to stay bonded with their own blood.
And the children’s mother? She dared to speak out at the San Diego Board of Supervisors on June 24th, demanding that a predator be removed from her case. For that act of courage, your agency has tried to terminate her parental rights, retaliating against her for nothing more than exercising her voice. That is a direct violation of her human dignity and proof that you use your power not to protect children, but to silence families.
Meanwhile, you ignore my standing as a qualified caregiver and as the conservator and trustee for my dependent mother. Your actions have not only hurt me and my granddaughters, but they have also devastated my elderly mother. The stress and cruelty of what you’ve done has regressed her, caused her to yell out in distress, and stripped away what little peace she had left.
This is no picnic — this is retaliation and dehumanization.
This is corruption, retaliation, and the worst violation of human dignity I have ever faced.
