There are real caregivers — the kind who support reunification, honor family bonds, work with blood relatives, and follow the law — and then there is Norma Olivares, a woman who has spent nearly two years weaponizing lies, manipulating social workers, and inserting herself into a family she is not biologically connected to. Norma has no blood tie to these girls. She is not a maternal aunt. Even her claim of being an “adopted relative” is unproven and irrelevant. What is proven is this: she targeted a vulnerable mother, forced herself into these children’s lives, and has done everything in her power to keep them from their real family.

None of this happened by accident.
She has had help — the worst kind.

Norma’s false reports were carried and supported by social workers like David Miller, Ashlee Purnell, and Annel Navarro, with active backup from Nicole Montzingo-Avila, Lisa Haight, Nicole McConn, Jesica Nicole Fellman and even judicial figures like Judge Alexander Calero and Judge Alejandro Morales.

We were told David Miller was removed. He wasn’t.
He simply stepped into the shadows and showed up again when it mattered — still influencing decisions, still carrying his grudge, still doing damage.

Norma knew exactly what she was doing.
She drove across state lines twice to pull a mother into her trap.
She isolated Evelyn from her own support system, then cut her off the moment Evelyn reconnected with the paternal grandfather — an RFA-approved caregiver the County itself cleared.

Forcefully inserting herself into CWS processes and case decisions with unusual persistence.
