San Diego Child and Family Well-Being, Children’s Legal Services of San Diego, and non-relative caregiver Norma Olivares target this family through false reporting, retaliation, and character assassination. Reports are used to portray the paternal grandfather as dangerous through extreme accusations of rape and sexual abuse that are simply inserted into confidential addendum reports. He is never questioned about those accusations, never interviewed about them, and never given anything to respond to. If accusations this serious were actually treated as credible, where are the police reports, law-enforcement interviews, forensic findings, referrals, or criminal charges? Instead, the accusations are placed into the child-welfare record, where they create suspicion and stigma and are used against a law-abiding senior citizen and his family. Their appearance in a confidential report does not make them true.
The damage did not stop with the grandfather. These false statements were part of a larger pattern of harm aimed at separating the children from their blood family, cutting off visitation, and shaping the court record against the very people fighting to protect them. False reporting like this does not protect children. It destroys families, corrupts cases, and leaves lasting trauma behind.
This family maintains that these accusations are fabricated or distorted in reports to justify retaliation, sever family connections, and manufacture fear around the paternal side. Allegations as serious as rape and sexual abuse should not be casually inserted into confidential paperwork and then used to brand a grandfather as dangerous without police reports, law-enforcement interviews, forensic findings, charges, or other independent evidence supporting them. No family should have to live under that kind of attack, and no grandparent should be stigmatized through paperwork and hearsay while trying to love and protect his grandchildren.
Anyone else in San Diego who has been smeared, falsely reported on, or targeted through dependency paperwork should know this: you are not alone. These tactics survive in silence. They weaken when families document them, expose them, preserve the record, and stand together.
