Norma Olivares came into the picture later, after accessing private CPS-related information and finding Evelyn through Facebook, then aligned herself with Purnell and the County’s position to help pull Evelyn back under San Diego control and support the narrative against the family.

Together, they turned child protection into a weapon against a mother, two children, and a blood family.
